One of the most critical bottlenecks in the country’s oil industry is the lack of sufficient liquidity and a suitable and codified method for financing projects in the downstream sector of Iran’s oil and gas industry. These projects include the construction of oil and gas refineries and petrochemical plants. Oil and gas projects require a very high volume of investment, and the limited financial resources and insufficient attractiveness of the currently defined instruments do not meet the new investment needs of downstream projects to achieve the 1404 vision. Therefore, in this article, due to the novelty of the issue, numerous interviews were conducted with staff and operational managers and other relevant officials in the field of financing the downstream part of the oil and gas industry. Then, with the help of Maxqda software, all independent ideas in the form of concepts and sub-themes were identified. With the help of the Delphi method based on the process of Islamic financial engineering based on responding to existing needs by identifying the needs of the parties to the transaction, asset base, and related cash flow analysis, appropriate structured instrument in this sector were designed in six instruments. From experts and related tests, as well as analysis and comparison of their various risks by AHP using Expert Choice software, finally based on the tests performed on the results obtained from questionnaires and interviews of experts, structured financing instrument in the form of convertible securities parallel Istisna Sukuk–Lease (Ijarah) and Sukuk–stock was approved.

Countries need short, medium, and long-term investmentplans for production growth and development. Differentsources for these investments can be supplied through retainedprofit, stock issuance, and bank loans, or a combination them. Institutions and firms need huge amount of capitals for theirsurvival, production, and also development of activities. In addition, these institutions and firms rely heavily on financialmarkets for self-financing. The role of financial markets is toprovide the required capitals for institutions and firms. Financingstrategy is considered as one of the main areas of financialmanagement decisions in companies seeking to increase shareholders’ wealth. Therefore, the aim of this paper was to discussconventional methods of external financing through debt andstock issuance and explain their associated advantages anddisadvantages.

The purpose of this paper is to investigate the optimal timing of capital investment, financing and financing. The statistical population of this research is Tehran Stock Exchange firms. The number of firms listed as the sample is considered. The respondents were asked to answer the questionnaire. This research is among applied research and in terms of method, it is a descriptive study of survey type. Then, using partial least squares approach, the relationship between research variables and main model of research is studied. The raw data obtained from the statistical society were analyzed using appropriate statistical techniques and smart pls software the results showed that there is a significant relationship between optimal operating time and cash assistance. There is a significant relationship between debt financing and cash assistance. There is a significant relationship between investment and cash flow.

Financing decisions and capital structure are very important for companies and are influenced by several factors. This study aims to examine the relationship between managers' financing attitudes (internal or external) and their financing policies. In this examination, the survey population consists of companies listed on Tehran Stock Exchange whose CEO or financial manager (at least one) was unchanged between 2019 and 2021. Redman et al.'s (2002) questionnaire was applied to determine the attitude toward financing. Financing policies used by the managers were collected by referring to the audited financial statements of the companies. Totally, 51 usable answers were received from the respondents. The research hypotheses were dragging using a multivariate regression equation model in the form of panel data. The results show a significant relationship between the financing methods through retained earnings and debt with the attitudes toward financing from the place of retained earnings and debt. In contrast, the financing tendency through debt has no significant relationship with the policy of financing the stock issue through the issuance of shares.

Nowadays with the emergence of a knowledge-based economy, innovative businesses are very important for countries due to their job and wealth creation and their competitiveness in the global economy. These businesses are always facing key challenges due to their different nature form common businesses of which one of the most important challenges is about their financing and raising capital. This study seeks to provide an interactive model for the life cycle ofinnovative start-ups and financing policies. For this purpose, according to the existing literature gap and theoretical contradictions, the present study was conducted using Grounded theory method. Data were generated based on 11 expert opinions as well as previous studies and were analyzed in open, axial, and selective coding steps. The findings showed that innovative start-ups have four key stages in financing, including seeds, start-ups, growth and development and Financing strategies included internal and external strategies generally, and most known internal strategy was bootstrapping and the most important external strategies were Euity Financing, debt-based financing, hybrid financing, grants, financial and tax incentives, and cryptocurrencies. . Causal variables finance start-up businesses include individual factors such as the founder's traits, and organizational factors such as information transparency, team members, ideas, Key Contextual Variables for financing start-up businesses include policy and legislation, technology platform, organizational platform, competitive platform, socio-cultural platform and educational platform, and for intervening factors university, industry, sanctions, talent migration, and competitors Were identified. Consequences fall into several categories: micro-consequences at the business level and macroeconomic Consequences such as social, and environmental consequences.
